Hey there! I've recently started an online t-shirt business that allows for customization, but I'm not seeing any sales. A friend suggested that I might need professional digital marketing services. Can anyone recommend a top-notch digital marketing agency in the USA?

Because I live in the USA, I will go and meet them personally, not falling for any scams!

By limiting yourself geographically, you seriously limit the pool of good agencies that are available to you.
I allow myself to speak about my agency because this is not the type of projects I would take, but I have never met a client face to face and it was never a problem.
I think you should seriously reconsider the 30 mile radius limit.

find your niche in t-shirts like batman t-shirts, catwoman t-shirts, snake character t-shirts and then market them. customized t-shirt is too broad. hunt some old cartoon characters that still have searches on bing and build inner website pages around them. (Google is dead)

Have you sorted out choosing your niche? Because it's important to choose a niche that has volume but is low in competition
 
You must make well done research of the market and to target something that will be easy to reach and get some sales.
Ive seen some people spending 100k PPC ads on google for this niche and made some good money. But they hit the early start.Idk what is situation now. If you dont have at least 5k for basic seo dont even start and you will need at least 8-10 month very hard and disciplined work
