Need an effective strategy to move up low competition keyword

hey gals and guys, what's a good strategy to move up a keyword from the bottom of page 1 or page 2 onto top three slots in google. My keyword is a long tail. I have been trying two-tier (manual web 2.0 hit with web 2.0s or PBNs). It's only been a week since I tried it but am anxious.. does it take time? does this not work?

First optimize as much as you can this keywords to your site that you are promoting.
Second make some forum posts as you can form related sites, blog comments.
If this won't work do some profiles on high DA sites, not so much, only for diversification.

Here are the three tests I am running.. will keep you gals and fellas posted..

1) Single Manual Web 2.0 (Tier 1) + 25 PBN posts
2) Single manual Web 2.0 (Teir 1) + 100 high PA Web 2.0s
3) 30 high PA web 2.0s Tumblrs + 100 high PA Web 2.0s

Ok thanks.. I will try that next for my new tests. My onpage SEO fairly optimized as per two/three audit software. But who knows. Keywords, I am targeting all intitles are less than 10.
