Hello i ned an adwords ads expert first i created ad but they suspent me then i edit it 2 times but they dissapprove it both times can any one help me in this i want my add running thanks

You don't need an expert, you just need to read the rules.

The problem is that you are advertising Instagram likes. That's a product/service that you cannot advertise on Adwords.
 
Your ads aren't just being disapproved. The website you were advertising was banned. It won't be long until your account gets banned too.
 
The site seems to be suspended, so you cannot advertise the site, its because the service is against the google tos, so you cannot advertise it.

Try to select a different network and see.
 
The kind of service you are offering can't be advertised, PLUS, your site is suspended before on Google. So get a new life brah !
