We are looking for someone to make us a code or wordpress plugin to place Adsense ads as a pop, but when someone closes the pop window, the visitor is not being sent to the advertisement page, but it counts as a click.

That's against AdSense's TOS and will result in your account being banned.

Good luck with that, You'll be banned as EatSleepSeo says. You simply cannot do anything of that nature with adsense and why would you want to, getting clicks by tricking is wrong. If you pay for advertising and someone else was doing that to you, would you like it. Like so many other BlackHatters i pay for advertising

As the other guys said, it won't work, but here's why:

Google doesn't just pay you for any old click. It has to be a genuine click from someone genuinely interested in the thing being advertised. If your Adsense account registers a high number of non converting clicks, even if they are from actual people, they'll ban you very quickly.

There are many clickjacking scripts in the markets that make users click on Adsense , just look in youtube
But all of them would send the user to ad page, you can not just keep them on your page.
