Need a software on posting meseges on sport forums

Guys,

Does anyone know a good specialist who can build a software aimed at spamming websites like aiscore and sofascore? as i understood to post messeges in those forums' chats you have to have a iOS or Android client app as it wont allow posting messeges from PC (chrome browser and etc.), i mean you can write but messeges wont be visible. however if you have application installed on your phone and when you reach level 15 in chatroom your messeges visible to everyone.
