Welcome to BHW, petersool, I would actually suggest the opposite. You want tiered backlinking in your backlinking infrastructure and would best be served by one that offers that.
As to first tier being PBN, I am sure there is a place for that at some point but it would look very unnatural if that was your initial foray into off-site linking and I would not do that myself.
