i searched alot for a list of web directory websites, but i find alot of them not working or paid ones, is there any list for free web directory?

Something I did to get a list of directories was search for as many lists as I could find on Black Hat World. I then went through the URLs, removed the dead directories, and then kept the good ones.

Find at 9dir. com, I see hundreds of directory sites are listing there.
