Any dedicated box will do the job. The problem will be with ip supply and maybe with hosting company policy.
Is list opt-in or free???

Just find a cheap VPS, you can easily send your desired 1k of mails with almost any.

Try vps, and you can send mails. There are many cheap vps in the market.
