Need a Good Traffic Seller

I hope somebody here in the community can help me. I am looking for a traffic sales program that does ALL the following:

1. Send traffic to a CPA redirector webpage with the secret key and than really show the offer. Many traffic programs do not do that.

2. Adjust real time the amount of traffic sent to a webpage through an user admin panel.

3. Select in the traffic program specific country targeted traffic.

4. Real traffic with all unique IP addresses.

I have tried several the last weeks but they all fail to deliver on the redirection part. So if anyone here has positive experiences with a certain traffic sales program in combination with CPA redirector, I would really like your suggestions.

Your saying that all the traffic sellers in the Services For Sale section couldn't get the job done?

To answer your question I use xgcmedia.com they do great paid traffic/guaranteed sign ups....
