Need a dedicated server with flexibility of mass mail

We are looking for dedicated servers with multiple IPs , the company should not be in the U.S. and should allow flexibility of mass email sending, we have a system that sends around 50k daily.

Also we are interested in someone who can configure the mail server for highest receiving rate.
