Yes, if you keep up a good relationship with Paypal, submit the documents you require, let them know the estimated amount of money you will be making and they leave you alone.
I make it a point of at least phoning Paypal once a month (I have a dedicated account section I phone) letting them know I'm happy with their service, speak about any chargebacks I might have had during the month, and just let them know what amount of business they might expect from me during the month. They then leave me alone.
Namecheap have every right to demand a fine if they receive a chargeback. It costs money every time they register a domain and then have to chase you for money when it has a chargeback against it. As others have said, it is not namecheap's fault, perhaps you did some shady things with your Paypal.
