You should change the content, use the old accounts and recreate the campaign
 
You can change the content a bit in combination with using a more powerful account to create a campaign

Generally, the waiting problem I encountered was due to language errors or banned keywords, enter the ad in edit and take a look if the problem is there, fix it, the problem is solved in a short time in this way.
