Hmmm there is no person who add the item to cart with more than 20 dollars. See, the CTR is also great, right?

When I increased the budget, boom!!! The ROAS is a piece of shit!
I don't know how to do even if I tried many methods to increase the ROAS.

Facebook ads are indeed rubbish. I spend dozens of dollars on them every day, and people click on them every day, but no one comes to me!

Try turning off ads for a few hours and then turning them back on. If it's better, upgrade completely

Try using different types of advertising media like images, videos, carousel to see how they affect performance, redefine how you distribute budget between campaigns and ads. Consider increasing your budget for effective campaigns and decreasing it for ineffective campaigns to help you increase your ROAS
