Its basically abusing google's policy. Mainly due to bad or malicious behavior of your website.

From what I have learned (been banned myself for the same reason) it doesn't matter if you did it on purpose or if you didn't know, because it's up to us to have a site within their policy. I didn't get a direct response to what my problem was but I understood it could be A, B, C or D.
We just have to accept the pain and try not to get caught again.

At any point you get banned for system circumvention
The two most likely issues are
Keywords for banned product on Google
Grey or BH niches..fast ban and even if appealed
You won't get the accounts back
The second is the landing page
Containing banned keywords or services on Google
If you have a script or malicious files
You will most likely get a notice before a ban
Lastly...business misrepresentation and circumvention are likly notice you get when advertising to other geo outside your account geo

Can't I promote website on .CZ market from Adwords account which is setup for UK company with UK billing address? or what?
