SUSPEND means the account is temporarily suspended - get in touch with CB and they will lift this for you after they discuss the issue with you. It can be a high chargeback rate, bad payment information (eg your previous payment bounced) etc...
Also if the vendor you are working with is a platinum vendor, he can ask his CB rep to speed this up for you.
