You didn't fail, in this case i guess it wasn't quality traffic since most PPV require some KKs to start with.
Also even if it was a quality traffic, it couldn't be targeted in this scenario it also doesn't work.
Also there are offers that don't convert.
Many factors. The biggest factor is need to invest even more.
