Multiple google chrome installations with multiple IPs

I want to install google chrome several times on the same PC using diferent users on windows.

Can I install and use chrome with different IPs for each user with HMA (Hide My Ass)?

I think yes, you can install chrome in same window but for different users.

But that makes me curious would you mind telling what's the purpose behind it?
