Multi Lingual site that I need to push english side

Hey all,

I got a site that needs an SEO campaign to be established, the site has some decent ranking for it's native language. But I need to push the english side of it.

The site is set like hxxp://domain.ee/en/

I also have the .eu domain name that redirects to the domain above.

Basically I'm asking for thoughts on how to make it better rank in english. Sure backlinks and directory submissions, but is there anything I'm missing.
