moving content from one site to another (Manual Action)

Hello here is the scenario,

site (A) is penalized manual action.
site (b) is a fresh domain.

I want to move all the content from site (A) to site (B) but i do not want to use any redirects. So how can i do this without a duplicate content penalty.
 
What was "Site A" penalized for? Have you though about fixing what you were penalized for and than doing a reconsideration request?

site (A) got blasted to death with 50,000 shit links and some sapes so its safe to say that site is dead in the water, tried disavow and all the usual tactics including begging, telling the truth, lying ect. its game over for site (A) lol
 
I was going to ask if you've used the Link Disavow Tool but if you've used it already and have already put in a Reconsideration Request and you haven't noticed any SERP changes and no response than it's safe to presume that the site is dead. How much content do you have on "Site A" that has to be moved?

200 pages its not a huge load. quite simply downloading it through cpanel and uploading it again. my main concern is the duplicate content penalty.
 
Have just done this with two sites. Not sure it's foolproof, but here's what I did.
1. Moved content.
2. Put a robots.txt file on the penalized site to exclude googlebot.
3. Once I've seen that google can't crawl the site, I go into webmaster tools and manualy remove it from the G index.
4. Then start work on SEO'ing the new site. Hopefully by the time G crawls the new site, the "duplicate content" on the old site won't be visible to them anymore.
