Does anyone know if Google will class de-indexed content as fresh if it is repurposed /published somewhere else?

I have a website with about 100 pages of content (700-1000 words)

I want to put all this content into draft and the publish it on another website (combine 2 or 3 original articles to make a longer form one) once it is no longer indexed
 
Been doing it on pbns and haven't had any issues. If it's not currently indexed than its unique and i don't see what there should be any problem.

I have not encounter such issue when moving contents. I think this should not be a problem.
 
its not consider as duplicate content?

Duplicated content means it's already present and indexed on an existing website. If it's not anywhere online, and you post it, why should it be considered as duplicated?
