Is this it a consequence? Expired domain has good backlink profile ----> DA would be at least 15?

So to check if the backlink profile it's good is eanough to check the DA? If DA is 15 or more will the site have a strong backlink?

DR = Domain Rating (Ahrefs metric)

Domain Rating is providing by Ahref that shows the strength of a target website’s total backlink profile by its size and quality
Referring domain which a backlink is pointing to a page or link.
