More organic keywords or High ranking keywords?

Should I focus on improving the top 10-20 keywords or get as much keywords as I can?

I know I should do both but currently I only have enough time for one

Yes, you should do both :)
But, I recommend to improve top 10-20 keywords first so you can see how hard it is to rank them till you get the first real traffic.
 
Start focusing on the top-priority keywords rather than others.

Exactly, both are necessary but I always suggest you to improve the top 10-20 keywords rather than get as much keywords as you can. Because it helps you more rather than the 2nd one option.
