Had someone the other week, offering a free basic site, but no admin access, so unable to change anything or add new content.
When I pointed out this site was useless, suddently for $300 I could have the access panel etc.....

Although this isn't illegal it's a very basic marketing tactic. A friend of mine built a business doing it
 
I'm surprised that anyone fell for this anyway! The OP has only been here on BHW for a week and already he wanted to give up his time to help others. Come on!
