I have a guy in my city that's providing $1000 if you pay him $250. He loads it to a prepaid walmart/green dot card. If anyone is interested pm me.

Rather than take the (small) risk of using it himself he can sell the card and still make money. The same way counterfeiters/forgers/money launderers sell their services for way below face value.
