Money on a prepaid debit card

He is probably using the money transferred to him via fraud/scams/money laundering (google FBI GreenDot MoneyPak virus)
Rather than take the (small) risk of using it himself he can sell the card and still make money. The same way counterfeiters/forgers/money launderers sell their services for way below face value.
