You will need to create site and publish original articles(not copy pasted, you could try spinning or rewrting) otherwise adsense knows to be strict regarding approval or even banning account later on. There is no minimum traffic required but it would be nice to wait at least two weeks even more if possible which is not a rule but adsense basicaly don't like sites made for adsense...And how do I set up this? I mean black page with Ad's?

You get paid when you send leads (potential customers) to a company. Usual type of leads are email and call leads.
