Not necessarily. I used to use a method back in '15 which involved having users spam Youtube videos related to my niche/content locker offer (Gaming was the niche I used) if they were in low payout countries. That way higher payout focused countries like PIN Submit offers had a chance to convert. Anything under $5 or so I'd send them to spam youtube instead which made it easier because:

a) Basically had free "bots" spamming under native IPs and watch history without the need to pay for proxies or emails to make these accounts
b) Spam was delivered at a consistent basis instead of me having to program everything.
c) No risk of the accounts getting randomly fried.

The method is probably gassed out a little now, but with the right twist you can make it worth it way more than scrapping pennies potentially from low payout traffic.

You should use a PPI network or do CPA offers. See if ogads will accept your site. Popads doesn't really make any money.

It depends if site has converting potential or not. For example, my (porn tube) site completely doesn't convert with CPA (1k UV daily). Only way for me are popunders + other ads like banners/native/push etc.

Popup ads (adsterra, ad-maven, popads, popcash, hilltop), Push Notifications or CPA.

Decent income from Adult AD revenues begins at around 30k daily page views that is CPM. For CPA conversions, you need organic traffic and right banners/anchors niche related.
Exoclick is great for 95% of formats. Adsterra for push notifications, Crack Revenue for CPA offers.

Check if your CPA network is blocked by adblockplus or ublock origin. CPA almost always works well if you have a good call to action

I've tried with 3-4 cpa networks (longest with Crakrevenue) and none of them given me even single conversion. Tried with niche adult offers and general adult. No difference. for me cpa is a waste of time and money.
