I even see those illegal soccer streaming site or movie put Google Adsense. . I don't know how or what they do , which google approve their site.
Under Adsense if you have any new site to add one and want to add google Adsense ad you need to submit again to get approve.

that is true , BUT Google is not Stupid either. I feel they does know those sites put google ad , than come payment will email account ban
earnings will not pay . Really will get owned.

Blackhat Adsense tactics are for the very experienced marketers with disposable income because the risk of getting the account fried with no payment is more frequent than you think. These are people who are willing and can afford to take a loss here and there.
@OP: I'd look into a content locker, preferably one that's custom instead of network based Content Lockers. Network based content lockers generally have offers for every country but there's strategies involved that you can work with if you had a custom one. For example: Leading tier 2-3 traffic that have very low paying offers to spam your website instead.
