Monetization with watch time from livestreams?

yes, but only organic real users, note that views of livestream that generated by the viewers you can buy for livestream will not count as watch time, the reason is simple, each real viewer can produce a limited amount of watch time
if it over-used it will not count at all. that is why a declaimer is mentioned on all the panels that resell livestream viewers, since those viewers can be used for boost only and not for watch-time mining.
