I'm trying to get another channel monetized right now, do watch hours from real viewers watching livestreams count towards monetization?

The channel already has 8k subs, its was demonetized because I didn't upload on that channel for over a year and had no uploads.

yes, but only organic real users, note that views of livestream that generated by the viewers you can buy for livestream will not count as watch time, the reason is simple, each real viewer can produce a limited amount of watch time
if it over-used it will not count at all. that is why a declaimer is mentioned on all the panels that resell livestream viewers, since those viewers can be used for boost only and not for watch-time mining.

try the BHW marketplace, but note that those services who can set X concurrent watching for Y hours, are based on bots and not real audience
bot livestream views will not get to register as valid views on the recorded version of the livestream and will not gain any watch-time
