mobile IMEI regestration bypass ?

In our country, in order to use the internet and make phone calls, we have to pay 30% of the price of the mobile phone to register the IMEI

I saw someone who said that he save the IMEI of a cheap registered phone in the SIM card memory and by doing this, there is no need to pay for the registration

Does anyone know how??
any tricks?

What the hell kinda rule is that sounds terrible. There are ways to go about it...Almost all of them most of the time require opening up the device in fact I am pretty sure they all do....But please note this isnt really uh legal at all. Especially in the country you are in, but even in less restrictive nations.
