Microsoft Ads - Syndicated Network

We're running a lot of accounts on Microsoft ads, however, the leads' quality when we opted in for the syndicated network is really bad and we lost a couple of buyers due to this reason. Whenever we target only Bing-owned networks, the quality improves and Bing becomes higher quality than Google, but the problem we don't get traffic no matter how many keywords we add to the campaigns. Can you please advise how to balance volume and quality?

PS. I tried the exclusion list with the syndicated network on, I can see traffic coming from the blocked sites,

The above is TOTALLY contrary to the below :-

And, then, considering that OP mentioned :-

It all so obviously indicates a hot & spicy soup is being prepared here.
