I have to run multiple accounts would like to know the best approach to run ads.
Method 1 - Account creation + wait few days add Dummy camp + wait few days Add billing OR
Method 2 - Account creation + wait few days add Billing + wait few days Add Dummy Campaign

Please suggest me best possible approach
