DA 90 means nothing, there are hundreds DA 90 domains useless.
1 - It's a link that everybody can have. A link on that site is not deserved.
2 - As said, no index tag. Google ignores it.
3 - Seen that domain in many spammy backlink packages.
I don't suggest to tier 1.
But everyone is free to do whatever he wants.
Very good link for tier 2 in my opinion.
