Method | How PayPal working with Bing

Create New USA PayPal Personal.
Verified it with Bank and Vcc.
Then Add 5$ in PayPal.
Then join Bing webmaster tool and add here PayPal account.
Then Leave as it for 10 or 15 Days.
Then Go for Bing Advertise and Signup it.
And don't create campaign just add same PayPal account that you was used for Bing webmaster tool. Then leave for 1 or 2 days then it will work smooth for you.
Then Create campaign and Run it smoothly.

I personally using USA PayPal only ... Not have idea about other countries PayPal
