Good points, a key challenge in doing offline work is earning the trust of the local clients. One of the ways of doing it have a 1 or 2 websites (your own which you could rent or forward leads) ranking for a business type for a specific area (eg. don't go for London, but go for chelsea within london) to show that you are a professional and credible, meanwhile making a little earning from it.
Scrapebox is very risky to use with any site if you don't do it correctly. Use it correctly and it's still a very effective tool. Don't take the lazy way out and blast your links to sites on AA lists.

1-The main language here is french, so should I use articles and press releases only in french or will it work also in English?
2- I did a small research and found out that there are only a couple of press releases websites in my country and probably no article directories, so will it work if I use other sites from the us or france for example to post them.
3- I don't have a clue on the scraplebox blast and link building thing, so do you have a tutorial or a guide that I can follow to get the same results as yours?

how does the seven pack apply to link building? i hear people rank local much different from regular results due to the 7 pack.
do you still build back links to get into the seven pack or is it more citations?
I believe this is based significantly more on the reviews in the particular G+ citation than link building or external citations. Though I'm sure these things all help.
I'd say the most important things, and what you should be focusing on in regards to the 7-pack is consistency in NAP, G+ reviews, completeness of G+ profile.
