I think if a person work with not a big budget so there no sence for trusted agency BM or partner account. Because to use agency accounts they require working with a budget of certain amounts + a percentage of it.

What was the cause? Were you running blackhat ads?

Buying accounts is a short term fix and usually ends the same way, Meta links them by device, IP, payment method.
You'll just lose another one.
What most people do in this situation is either add a trusted friend or partner as admin on the Business Manager and run ads through their personal account, or go the agency account route if budget allows. Agency accounts are generally more stable and have actual support, but you're paying for that privilege.
Unblock services are mostly scams, I wouldn't bother.
If your Business Manager itself is still intact and healthy, that's actually your most valuable asset right now. Focus on keeping that clean and finding a reliable account to attach to it rather than trying to recover the disabled one.
