Message from Google, is this one step from a ban?

The G is getting a little out of hand for me lately. What I don't understand is. We get into IM to stop running the rat race and then you end up running a cow race for G*0gle while getting milked for every last drop of energy along the way.

I got the same message in gwt, my site is still in the serps only -40 positions but it is still there, if searched for the domain it's first.

The only problem I'm afraid of is that.. well my site is a "watch movie online" type site, won't google de-index it when they see what my site is all about?
