Measuring real SEO progress on a service website – KPI discussion

I’m working on SEO for a service-based website and wanted to get some input from others here who focus on white hat strategies. The goal is long-term organic growth, not quick wins. I’m mainly focusing on technical cleanup, on-page structure, and content aligned with search intent.

For tracking progress, these are the KPIs I’m currently watching:
  • Indexed pages stability in Search Console
  • Growth in non-branded impressions
  • Improvement in average position for mid-intent keywords
  • Organic leads coming from service pages (not blog traffic)
For example, after restructuring service pages and internal linking, impressions increased steadily over a few months and organic inquiries went from almost zero to a consistent weekly range. Rankings didn’t jump overnight, but visibility and engagement improved in a measurable way.

My question to the community is:
When working on service websites, which KPIs do you personally trust the most to judge whether SEO is moving in the right direction early on? Do you rely more on impression trends, page-level engagement, or lead quality signals?

I trust impressions and lead quality first.

Impressions tell me Google is testing the pages, and even a few real inquiries mean intent + structure are right
 
For a service site, I focus on how many people see the pages and how many contact you, because early ranking changes can be slow.
