You will almost certainly need proof of earnings from other networks, multiple references and a telephone interview.
Affiliates from India and Vietnam are nearly always closely scrutinised because of the large number of people from those countries who have tried to rip off networks in the past.

Yes, they accept Indians and they have phone verification , they will call you and ask few questions. While sign up you need to inform the methods you are going to use, if they feel that not enough they will reject without calling. So be prepared with some good answers regarding your experience in CPA, methods etc.. Good luck.

From what I know Maxbounty doesn't ask for payment proof... they are newbie friendly.

@Sephrata is probably correct here.
MB is not the easiest network to get accepted into so if you are not doing CPA now you would be better served by going to one of the other networks, get some history and be able to provide some data when you do apply there.
Even once accepted they restrict your offers until they build a relationship with you.

Yes pretty sure all they want to hear from you is how you are going to bring in more revenue to them.
They might not accept if you are a complete newbie, there are several other networks that do accept newbie members like CPALead even BHW has some threads started by some network AM where could just post and they will approve you.
So best bet is to have some knowledge about the offers and then apply for Maxbounty.

Apply to those that are active on BHW and/or advertise on BHW.
They are going to be more lenient; MB used to be active here but for some reason they no longer are and you can't pull the BHW card with them but you will be able to do that with networks that are active here and advertise here.
