You can try using a PHP mailing script and your hosts email server, but deliverability is going to be pretty low. Also, many web hosts have limits, so you'll need to see what your hosts limits are. Most email services won't let you touch their servers with a scraped list like that. Once you exceed .4% spam reports, your account will probably be closed. Just to highlight how low .4% is, if you send an email to 1,000 people, you only need about 5 spam reports to have your account suspended or placed on probation. I use send grid to send up to 12k email per month for free. Setup properly they can all hit the inbox giving your bounce rates stay low enough and you're not being repeat marked as spam.
