recently I've seen lot of fake account on youtube coments like free gift that referral to this website giftomyfollowers.site at the end it will ask you to complete a CPA offer to validate if you are human... I just wonder what service is this? or how can I use it ?

It's a content locker. Can be achieved using wordpress plugins but there are networks that offer content locking, such as Adscend Media, Mobooka, CPATank, CPAlead, Adgate Media etc.
