My ruling on this is that the seller is to refund half of the requested amount to the buyer, that being $894.
I think there are faults on both sides here. In the case of the buyer, I question why they chose to resolve this matter over Telegram after having already started this dispute and why they only asked for a 50% refund. As that's the amount they offered to take in the recent Telegram exchange, I see no reason to suggest the seller should pay more.
The seller clearly sold accounts that did not deliver. They then closed up shop when questioned on why they weren't working. They have presented no evidence at all that this was the fault of the buyer. I also see no strong evidence that they attempted to scam the buyer - however, they still delivered a substandard product.
As such, a 50% refund seems more than reasonable to both parties.
Because of the sum of money involved, I will give the seller 48 hours to issue the refund. I would like both parties to present screenshot evidence when/if this has been paid and received.
My ruling is final. No more evidence will be accepted. Thank you both for co-operating (for the most part).
