What are you trying to do? You shouldn't be having to choose between them bc they don't actually substitute each other

If you're doing IM you'll want the macbook. Or a linux box if you want to save 50% and achieve the exact same thing.

In my opinion, you can get any laptop+ipad 11 for the price.
 
I'm not that into hardware, so can't really help you. But make sure that the one you buy is optimized towards what you plan to do with it.

I've made my decision to get Dell XPS 15 9520 16gb ram 512gb ROM core i7 processor and rtx 3050ti as it is in my budget range and available in my country

If that's $1700 USD, I would just get the Macbook Air with 16GB RAM and 512GB storage.
I personally have the m1 with 256 and 8GB, and they work great compared to my Intel Macbok Pro. It's night & day.
The M1 (now M2) are definitely worth the money IMO.

I also have a brand new (~3 months) 12th gen i5 HP laptop with 16GB RAM - $4000+ from my day time job, and it doesn't come close to the 1/4 price M1 macbook air.
