Yes! And if you are using a residential line, you don't even need to use HMA - just turn off your router, wait 30 secs and then turn it on again and you will have a new IP.

Paypal Account- If I put my old paypal account in I am sure they will see it and block- if I add a second paypal email to my account and use that one will that one be safe?

Yes it will be safe, but if you perform any transactions with PP, they can still see your real name (the one you have on PP). I have no idea how deep Flippa goes on these kind of checks, so maybe someone else can chime in who knows better.
