Yep, this. Have a quality profile ready; cover photo, description written, website, pinned tweet. Then, follow people in your niche. Don't waste time on the follow anyone for follow anyone stuff. You want followers in your niche. The more people you follow, the more you'll get followers back. It takes time.

I believe you're talking about the number of people following you back after you've followed them.
To increase the follow back ratio, you will need to work on the type of people you're following. This also depends on what kind of account you've got, how active it is, how interesting the content is and is it worthy enough to be followed?
Now, coming to the second part of the problem, you need to make sure you're following the right people. You can't expect to follow a married guy from a matrimonial website's account and expect him to be follow back. He obviously wouldn't. Hence, make sure you follow people from your niche. You can get their details by having a look at your competitor's account, their following and followers should help.

Following in your niche. Make sure to have a slight differentiation between you and your competitors. I.e. If you are doing comedy quotes and most people are doing memes with the quotes, try making your own GIFs instead. This will grab the eye for one and two make people want to come back. When that happens you'll start getting followers naturally too

I don't know about the OP's python bot, but you should check out Github. It is a great community of coders and there are some really good bots.
Just don't expect a plug and play bot with a fancy UI. Most if not all require some basic programming knowledge. However, it's still worth it as you will be able to customise bots yourself in no time if you apply yourself.
