Low click number on new account

Hey guys,

My Google Ads account was banned recently.
I created new one on VM with new person, credit card, domain and LP and started campaing with same keywords and nearly same ad.

I getting 10 clicks for a day. But old campaing was got about 5k daily on lower bids.

What I need to do or I need to wait to Google get some data or something?
Increasing bids don't do anything.

For new accounts, the QS (which is used by AdRank to determine the eligibility of your ads for being displayed on Google.com) is based on the other accounts (advertisers) histories and when you accrue some history and pass the impression threshold for the keywords, your own account performance will be used to calculate the quality score. This is the starting point you can do some optimization for your Ads, LP and keywords to raise the QS. Before hitting the Impression threshold, nothing can be done to improve the QS..
