LOOKING TO BUY SUPPRESS/SPAM COMPETITOR

I'm currently running on manual business with my family and one guy came and stolen all my creatives, ideas and so on. It's creating me a hard time (CPM and CPC much higher) though i had created a full niche. Nothing is coming from me, i'm thinking a way to stop him, like suppressing his IG or tiktok accoutn but how can i do it ? Or even better make his website close (maybe spam google). Do you have some ideas and I'm ready to pay services !
