Looking to abuse Google Adwords $100 Credits

I am looking to activate 2-5 new $100 credits each day, and once ads are approved, do a $135 re up as well. I will then let the account drain, delete campaign, and start anew. I am looking to do a minimum of 60 a month, and I would like to hire someone with experience in creating new accounts, avoiding the watchful eye of Google, and getting the ads ultimately approved and showing up.
