I looked at GSPay but they have a $4000 minimum payout. I need a merchant account I can use with the PayFlow gateway on eBay that'll let me transfer even minute amounts of money into my bank account rather swiftly. Do those not exist?

plimus is good. you can try. they accept Paypal aslo. so client can pay by payal, card, wire etc.
